Obama, With Help, Makes Anti-Nuclear Push

President Obama told a huge crowd in Prague last month that he is
committed to “a world without nuclear weapons.’’ On Tuesday, he is
expected to deliver that message from the Oval Office, with a little
help from four elder statesmen of the nuclear non-proliferation
movement – including two former Republican secretaries of state.

The former secretaries, Henry Kissinger, who served under Richard M.
Nixon and Gerald R. Ford, and George Shultz, who served Ronald Reagan
— all veterans of the Cold War era -– have been working with two
leading Democrats, Sam Nunn, former chairman of the Senate Armed
Services Committee and William Perry, former defense secretary to
President Bill Clinton, to promote a plan for reducing the world’s
nuclear arsenals.

Both Mr. Obama and President Dmitri Medvedev of Russia have endorsed
the plan. The White House said Monday evening that Mr. Obama will meet
with the four “to discuss U.S. nonproliferation policy.’’

Their appearance will give added heft to the ambitions of a president
who has vowed to make nuclear non-proliferation a centerpiece of his
foreign policy. On Monday, the topic of nuclear weapons was front-and-
center in the Oval Office during Mr. Obama’s meeting with Prime
Minister Benjamin Netanyahu of Israel.

Mr. Obama said after the session that he expected to know by the end
of the year whether talks with Iran, aimed at ending that nation’s
nuclear ambitions, are making progress. “We’re not going to have talks
forever,’’ Mr. Obama said, vowing to take tough steps against Iran if
that country does not show a willingness to cooperate.

During his speech in Prague, Mr. Obama said the United States is
committed to reducing its own nuclear arsenal over the next four
years. But he also suggested he is realistic about the difficulty of
eliminating the nuclear threat. “The goal will not be reached quickly
– perhaps not in my lifetime,’’ the president said. “It will take
patience and persistence.’’
